Question: Why do most people at the DMV appear to be low income?

Maybe this is just a naive observation, but I’ve been to the DMV here in Nashville a number of times and the majority of those times my general impression is 95% of those people are low income.
Is this just my impression or is there some truth behind it? I can think of some reasons why, but I’m just not sure they are good reasons.
What do you think?

lot of poor people have fix it tickets.dui’s have touble with paying for insurance and licensing and always paying for fines.
